The overall objective of this baseline assessment was to understand current capacity in the M&E performance objectives and gaps in the Division of Community Health Services (DCHS). It was envisioned that identifying performance objectives and gaps is the first step in designing action and implementing plans to strengthen DCHS’s capacity for M&E response.
