Chief Technical Advisor: Bangladesh

The Chief Technical Advisor will provide strategic leadership and oversight of the technical, programmatic, administrative and operational aspects of the Technical Assistance Support Team to the Bangladesh Programme Management and Monitoring Unit (PMMU) of the Ministry of Health and Family Welfare (MOHFW).

MEASURE Evaluation announces the recruitment of a country advisor for its activities in Bangladesh. The primary responsibility of this position will be to serve as the Chief Technical Advisor (CTA), Technical Assistance Support Team to the Bangladesh Programme Management and Monitoring Unit (PMMU) of the Ministry of Health and Family Welfare (MOHFW). Incumbent will lead the Technical Assistance Support Team composed of approximately five positions. The Team will undertake activities to strengthen the monitoring and evaluation systems and capacities within the MOHFW and the Directorates to efficiently use routine health, survey and evaluation information for evidence-based decision making.

General Scope of the Job

The Chief Technical Advisor will provide strategic leadership and oversight of the technical, programmatic, administrative and operational aspects of the Team. S/he will oversee the day-to-day activities of the Team and will be responsible for the effective use and deployment of staff and financial resources to support the PMMU in all aspects related to the management, coordination, monitoring and evaluation of the HPNSDP. The CTA will support the Joint Chief in directing the successful programmatic, technical and financial implementation of the HPNSDP, including the timely completion of high quality reports, work plans, performance objectives and other mandated deliverables.

The CTA will be accountable for all aspects of the Team’s effective management, timely implementation of activities, and stakeholder relationship management. S/he will work directly with the Joint Chief to position the PMMU as a leader in monitoring and evaluation of technical areas and the management and performance tracking of HPNSDP and results achieved, including the strengthening of the routine health information system, evaluation and survey research.

Desired Qualifications and Experience

The ideal candidate will possess a PhD or an advanced degree in a health-related field, preferably with experience in health systems. The candidate should have a minimum of 10 years of experience providing key technical and managerial leadership to large-scale donor-funded health programs in developing and transitioning countries. The candidate should have demonstrated experience of working with a health ministry in leading large-scale and sector-wide health programs, including designing and implementing strategies for health system strengthening, implementation and coordination, and monitoring of performance. 

The candidate must have demonstrated experience in successfully fulfilling performance objectives, including the timely implementation and reporting of program activities. The candidate should have strong experience in and understanding of institutional capacity building.  The candidate should have direct senior staff supervision experience. S/he must have a proven track record in working collaboratively and diplomatically with a broad range of government, officials, development partner, NGO and private sector stakeholders. S/he must have a demonstrated ability to manage, motivate, mentor and direct all levels of staff while creating a positive team environment.

The successful applicant must have excellent written and oral communication skills. Experience working in Bangladesh or South Asia and comprehensive knowledge of the health context and structural issues in Bangladesh preferred. Fluency in English required.
