Senior Monitoring and Evaluation Specialist: Mali

The Senior M&E Specialist will work to coordinate M&E efforts across USAID health programs and will provide technical assistance to USAID/Mali Mission staff to enable the Health Team to effectively monitor and evaluate program progress and results.

ICF International is seeking a Senior Monitoring and Evaluation (M&E) Specialist to serve as resident advisor for the MEASURE Evaluation project in Mali. The Senior M&E Specialist will work closely with USAID/Mali to coordinate M&E efforts across USAID health programs, and will provide technical assistance to USAID/Mali Mission staff to enable the Health Team to effectively monitor and evaluate program progress and results. Additionally, the Senior M&E Specialist will provide leadership and technical expertise to the Government of Mali to strengthen the Ministry of Health (MOH) Health Management Information System (HMIS). The Senior M&E Specialist will report to the MEASURE Evaluation country focal person in Calverton, MD. Pending the availability of funding, the Senior M&E Specialist will be assigned for one year, with the possibility of annual renewal thereafter.

Key Responsibilities

  • Provide technical assistance to USAID/Mali and program implementers related to performance monitoring, M&E plan development, data gathering, data quality improvement, trend analysis and reporting, development of tools including databases and data management protocols
  • Contribute to the design of evaluations, operations research and other special studies to advance the GHI Learning Agenda and comply with USAID’s Evaluation Policy
  • Provide technical assistance to the MOH in planning and restructuring facility and community-based health information systems, supporting the development of data processing and analysis plans, as well as data collection and processing tools including patient/client forms and registers, data entry forms, and databases
  • Develop and implement plans for better integration of information on vertical programs, including family planning and reproductive health (FP/RH), maternal nutrition and child health (MNCH), Malaria, and HIV/AIDS, in the overall HMIS
  • Provide guidance in the development and implementation of action plans for dissemination and use of information for decision making at various levels of the health system
  • Coordinate M&E training and capacity building activities
  • Manage multiple activities and project budgets, coordinate with MEASURE Evaluation staff to bring in additional expertise, and oversee consultants as needed
  • Contribute to other MEASURE Evaluation regional projects up to 10% of time 
  • Travel: in country and 10% out of country

Basic Qualifications

  • Master’s degree required in Public Health or a related area of study
  • 5+ years experience in monitoring and evaluation of health programs in developing countries
  • Strong data analysis skills including knowledge of statistical software such as SPSS, SAS or STATA
  • Experience strengthening Health Information Systems in developing countries
  • Excellent written and oral communications skills in English and French required
  • Experience working in developing countries
  • Proven familiarity with USAID operations  

Professional Skills

  • Doctoral degree in a social science, Medicine, or Public Health
  • Project management experience, including financial management
  • Excellent interpersonal and communication skills
  • Prior experience in Mali or West Africa preferred
