Session XII discusses two major streams of the project’s work aimed at vital events measurement. The first presentation focuses on key issues related to measuring maternal mortality, and the second on civil registration and vital statistics and SAVVY (Sample Vital Registration with Verbal Autopsy). The SAVVY approach originated in work done by MEASURE Evaluation in Phase II. In Phase III we have had the opportunity to learn from on-going efforts to implement the SAVVY system in several countries 

Key Issues in Maternal Mortality  Estimation and Cause of Death – Kavita Singh

Obtaining accurate estimates of maternal mortality is a challenge for many countries. This presentation highlights two key MEASURE Evaluation activities that were focused on getting such estimates. One was the 2010 Bangladesh Maternal Mortality Survey which allowed not only for a precise estimate of maternal mortality but also rich analyses of social and biological factors associated with maternal mortality. The other key activity was a workshop in 2014 in Addis Ababa, Ethiopia on using a census-based method to estimate maternal mortality.

SAVVY: A promising approach towards health information system strengthening and civil registration and vital statistics improvement – Robert Mswia

Mortality statistics from facility-based routine health information systems are inadequate in countries where the vast majority of deaths occur at home and are never medically certified. During Phase III and earlier phases of MEASURE Evaluation, we developed SAVVY tools and methods as interim measures for generating community-based vital events data to complement facility-based data. This presentation highlights SAVVY implementation in two countries.

There will be a structured discussion and group exercises built around nuances to technical approaches for measuring vital events, strategic partnering, implementation challenges and proposed solutions.
