It is unknown if Nigeria has a current MFL, but the "National Standard Operating Procedure for the Collection and Management of Integrated Routine Health Data in Nigeria" document mentions that a list of new health facilities is submitted at the beginning of each month to be configured on the DHIS 2 (page 11 of 25).
