MEASURE Evaluation Tanzania’s work rests on two complementary pillars: (1) an enhanced evidence base derived from evaluation, monitoring, and focused research; and (2) widespread use of this evidence for development of policies and guidelines, advocacy for community health and social service programs, and health program planning, budgeting, and implementation.
Capacity building is at the core of the work of MEASURE Evaluation Tanzania. PEPFAR’s strategy to do the right things in the right places at the right time is built on the assumption of good data – reliable information captured in a timely manner, and capable health professionals able to gather, analyze, and make decisions based on that data.
The project is committed to data for action. This approach begins with identifying information needs at all levels, from communities and service providers to national program managers and policymakers. A data demand and use (DDU) toolkit developed by MEASURE Evaluation focuses on identifying needs and then assisting stakeholders to gain skills in data analysis, display, interpretation, and communication; improving the use of evidence for decision making; mentoring in monitoring and evaluation (M&E) and DDU; and strengthening routine supportive supervision. These tools develop local capacity and build sustainability at all levels.
We work with the Department of Social Welfare-Mainland (MoHSW), the Ministry of Empowerment, Social Welfare, Youth, Women and Children-Zanzibar (MESWYWC), the National AIDS Control Program (NACP), the Zanzibar AIDS Control Program (ZACP), and USAID implementing partners to learn more about what facilitates and hinders information use by national-level policymakers and program staff, to build capacity, and to improve data quality. Ultimately, we seek to institutionalize data quality and data use processes at the national level as well as at the regional and district levels, and to achieve an approved and costed multi-year plan committing national and regional authorities to continue data use strengthening and data quality assurance activities past the life of the project.
