The Country Ownership of HIV M&E Systems Tool (COMET) is a tool which gives a status of country ownership of HIV monitoring and evaluation (M&E) systems. The concept of country ownership is described in a different document (Country Ownership in International Development: Toward a working definition). The COMET guides the collection of stakeholders’ perspective and packages the results in way that leads to new insights into the status of country ownership of the HIV M&E systems.

The tool is intended for facilitators and participants involved in an assessment process to ensure that they have the same understanding of the concepts and the process.  Action steps that are needed to make adjustments to ensure that a successful and sustainable HIV M&E system can be documented in the tool.
