Data Quality Assurance Worldwide

MEASURE Evaluation’s data quality assurance (DQA) tools have been used by organizations and governments in more than 50 countries worldwide. DQA involves strengthening a program’s M&E systems by ensuring more accurate data, which in turn can be used to improve health and other development outcomes.

MEASURE Evaluation’s data quality assurance (DQA) tools have been used by organizations and governments in more than 50 countries worldwide, in Africa, Asia, the Caribbean, Eastern Europe, and South America.

DQA involves strengthening a program’s monitoring and evaluation (M&E) systems by ensuring more accurate data, which in turn can be used to improve health and other development outcomes. Partners conducting the DQA work use MEASURE Evaluation’s DQA tools as guides for what data they should gather and apply to their projects.

“If you have a strong M&E system, you will have strong results for your project,” says Zaddy Kibao, a MEASURE Evaluation strategic information resident technical advisor in Tanzania. "DQA tools also help document partners’ results effectively and identify areas that need further technical assistance," she says.

In Tanzania, MEASURE Evaluation conducts its DQA work to assist U.S. Agency for International Development implementing partners under the President’s Emergency Plan for AIDS Relief. These partners include Pact, a U.S.-based nongovernmental organization; and Deloitte, a consulting firm based in the United Kingdom. These and other partners implement HIV/AIDS projects, including projects in pediatric AIDS, home-based care, and prevention of mother-to-child transmission. MEASURE Evaluation's country program also provides technical assistance in M&E, which involves conducting a training session on development and use of the M&E plan, as well as visiting partners on-site when further assistance is needed.

In Tanzania, this work has been carried out nationwide since 2008. DQA approaches used in Tanzania include MEASURE Evaluation’s Monitoring and Evaluation Systems Strengthening Tool, which helps program managers coordinate data collection and report and assess their M&E systems’ effectiveness.

The Data Quality Assurance Tool for Program-Level Indicators is another DQA tool MEASURE Evaluation uses worldwide, which helps programs overcome barriers to reporting their results.
