National AIDS Programmes: A Guide to Monitoring and Evaluation

This html document contains a complete guide to the monitoring and evaluation of HIV prevention and AIDS care programs in English, French and Spanish. An introduction to the guide outlines the content of the toolkit and gives an overview of the different functions of surveillance, monitoring, and evaluation. The second section describes the main features of a sound M&E system. A third section proposes indicators for key areas of HIV prevention, AIDS care and STI-control programs. Finally, this document contains a link to a list of tools developed by MEASURE Evaluation, some of which are in draft form.
