In November 1999, MEASURE Evaluation hosted a two-day meeting to present, analyze, and build consensus on a conceptual framework and indicators for measuring capacity building in the population, health, and nutrition sector. This 37-page document summarizes those proceedings. The proposed MEASURE framework of capacity at four levels of society: health system, organizational, health professional, and client.
