Framework for Monitoring and Evaluating HIV Prevention Programs for Most-At-Risk Populations

The organizing framework described in this document is the result of over two years of development work and reflects the input of many individuals, national and international organizations concerned with the planning, the monitoring and the evaluation of prevention programmes for those individuals and populations most-at-risk of acquiring HIV. It is intended for national and subnational programme managers and others involved in (1) planning and implementing programmes; (2) monitoring and evaluation; and (3) using data and information for policy development and programme improvement.
