Liberia

MEASURE Evaluation worked in Liberia to strengthen the institutional capacity of the Liberian Ministry of Health (MOH) to manage its health information system and to use the data generated by this system for policy and programmatic decision making.

Liberia is a very poor West African country with an estimated population of 3.5 million people. It has endured some catastrophic challenges, such as a 14-year civil war that began in 1989 and ended in 2003, and the 2014–2015 Ebola epidemic with over 10,000 cases. In addition to these challenges, communicable diseases are still a focus of the Government of Liberia. Malaria remains the leading cause of illness and death in the country.

MEASURE Evaluation worked in Liberia to strengthen the institutional capacity of the Liberian Ministry of Health (MOH) to manage its health information system and to use the data generated by this system for policy and programmatic decision making.

In 2015, after the Ebola epidemic, MEASURE Evaluation worked with the MOH to develop and initiate the implementation of the new health information system (HIS) strategy 2015–2020 and a costed operational plan for the system. These processes were intended to contribute to a strong HIS that would be resilient to public health crises.

In Liberia, MEASURE Evaluation focused on:

  • Supporting the national malaria control program (NMCP) to effectively implement their monitoring and evaluation (M&E) activities, including enhancing the capacity of the local NMCP M&E team to carry out routine data review and analysis, as well as implement a malaria indicator survey
  • Enhancing the capacity of the NMCP and local partners, through collaboration and mentoring, to carry out systematic evaluations of the impact of malaria control interventions
