MEASURE Evaluation has provided technical assistance to Vietnam in both HIV and avian influenza activities.

The Vietnamese government has made a vigorous effort to combat the country’s growing HIV epidemic. In 2000, it established the Vietnam Administration HIV/AIDS Control (VAAC) program, which coordinates the country’s national HIV/AIDS prevention and control strategy. This effort may be one reason that even though HIV has been detected in all of Vietnam’s 63 provinces, the country’s epidemic has been confined mostly to a few at-risk populations such as injecting drug users, sex workers, and men who have sex with men. These groups consistently have much higher rates of infection than the general population. In addition to HIV, Vietnam also has had to deal  with avian influenza (AI) H5N1.

MEASURE Evaluation provided technical assistance to Vietnam for both HIV and avian influenza. HIV work focused on strengthening the country’s national monitoring and evaluation (M&E) system as well as facilitating high-quality data collection and reporting for the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). MEASURE Evaluation assisted Vietnam’s Partnership for Avian and Human Influenza (PAHI) in developing a national avian influenza M&E strategy.

MEASURE Evaluation worked in Vietnam until 2014 and focused on:

  • Assisting VAAC to report disease indicators and establish a national M&E framework, including an online reporting system, and providing technical assistance to PAHI in developing an M&E framework and strategy.
  • Helping VAAC and the Vietnamese Ministry of Health to conduct numerous training workshops on data management in selected provinces.
  • Establishing a database to compile and make accessible all national HIV data by program and province, which has been essential to geographic information system (GIS) activities.
  • Assisting in development of a framework and standardized assessment tools on avian influenza prevention and control for a package of interventions implemented by USAID/Vietnam in five different provinces.
